Would it be possible for someone to read a web address from the text file saved in documents and use thewebaddress in bashrc

chromium-browser --kiosk thewebaddress

What would be the syntax to reference the file and use it to open the address?

I want the end user to be able to configure the webaddress in a simple text file.
