Troubleshooting • Is my Pi 4B bricked?

Hey all,
maybe someone could help me.
I would use my Pi 4B for running mainsail OS with my Anycubic Vyper.
First, it worked all fine. I updated everything and turned the power out.
Then I restarted everything but nothing happened on the pi anymore.

Only the red LED was constantly on, it would not boot.
I tried reflashing the boot setup for the Pi 4 but nothing.
I then measured the Output of the IO Pins. 5V Pins near to 5V but 3.3V Pins shows 0V.

I did not connect any IO Pins to anything.
Only the USB A to my printer and a Pi camera via the Pi camera cable.

If I look closer on the board you could see something a bit odd.

I don’t know what component it is but it has a blue colored dot now on it. Maybe it got shortened by a power spike or something odd.

Also, you can see some light black color on some traces, but I’m not sure if they have been there before or not.

Has anybody an idea what is wrong with my pi?
Is it bricked?
Could I maybe replace some parts to fix this issue?
What could exactly have caused my issue so that I do not break my next one too?
