General • Is this normal?

I'm brand new to the Pico.
I've been playing with a Pi 4B and python for a little while and finally made the plunge into the Pico.
I have a couple very basic newb questions.
1. My 3V3(OUT) is outputting 5V. Is that normal?
I was working through the tutorial on analog inputs with the potentiometer and the Pico consistently shorted out when I would connected PWR and GND to the pot. I tried a couple pots with the same result. After I found that the pin is providing 5V I used the 3.3V output of my Pi and everything worked as great.

2. Every time I reconnect the Pico I have to initialize and install firmware. Is that normal?
I had a main.py that is gone as well. It's like a brand-new unit.

2.5. I'm trying to use the MAX7219 8x8 LED matrix that I've had great success with on the Pi. I read that I should set the Pico to drive mode and copy the library to the the drive. Is that true? I did that but it also disappeared when I reconnected the Pico.
