Interfacing (DSI, CSI, I2C, etc.) • USB power supply for external HDD

Can anyone explain me one very strange thing about the raspberry pi 5 PC. Why, when connecting an external hard drive via the usb 3.0 port, the hard drive does not have enough power to initialize operation. I understand it by the sound, there is not enough energy to spin the spindle and operate the reader head. However, at the same time, the USB 3.0 port has enough energy to initialize the operation of an external SSD drive. It is also noteworthy that x86 computers do not have such problem with initializing the operation of an external HDD via usb 3.0. Please tell me what can be done in this situation?
